Announcing New IEL Director / ILT Co-Director

We are delighted to announce that Jay Ray has joined CAIL as the new director of our Institute for Energy Law (IEL) and co-director of our Institute for Law and Technology (ILT).

We are very fortunate to have Jay with us. He brings significant experience in bar leadership, nonprofit management and professional education, both domestic and international, as well as practice experience in the energy industry and related technologies. Prior to joining CAIL, Jay was General Counsel for Pipeline Integrity Resources, Inc. (“PIR”). Before becoming PIR’s first General Counsel in 2012, he was a commercial litigator and appellate attorney in Dallas and Collin counties for fifteen years. He earned his undergraduate degree at the University of Texas at Arlington and his law degree from The University of Texas School of Law.

Jay has exceptional leadership experience in managing nonprofit legal associations. He served as Chair of the American Bar Association’s 150,000 member Young Lawyers Division in 2006-2007 and served as an officer or council member of that organization for ten years. Among his responsibilities, Jay managed the YLD’s conferences, publications, website, videos, public service projects and its affiliate relationship with over 300 local, state, national, international and specialty bar associations in every U.S. state and in Canada, Europe and Australia.

He has also served on the Council of the ABA Solo, Small Firm and General Practice Division since 2006, including its Executive Committee for the past three years. He served in the ABA House of Delegates for eleven years and on numerous other ABA boards and committees. He has also served on the Board of Directors of the Texas Young Lawyers Association and the Dallas Association of Young Lawyers.

He is no stranger to CAIL, having volunteered for several years as a local host to participants in our annual Academy of American and International Law.

Jay lives in McKinney with his wife, Susan, and son, Joshua, and has been active in the McKinney community; including serving as Chair of the City of McKinney’s Park, Recreation and Open Spaces Advisory Board and as President of the McKinney Ice Hockey Club.
