Overview

Using the backdrop of current events, this important one-day summit will address perceptions about communities ripe for radicalization (including Arabs, Arab Americans, Muslims, and Muslim Americans) and will discuss the radicalization process using notable examples. Participants will leave with proven strategies for improving communication and understanding between Middle Eastern communities and law enforcement professionals.

All sessions will be delivered in a non-threatening manner allowing plenty of time for questions and discussion.

Faculty

Nawar Shora is a Senior Advisor with the Department of Homeland Security, Transportation Security Administration and works on cultural demystification and Countering Violent Extremism (CVE) efforts. He is also a Syria Expert and conducts briefs to the IC and law enforcement on Syria: Past, Present, and Possible Future. Nawar is the author of The Arab American Handbook (2nd. Edition 2010, Cune Press – www.ArabAmericanHandbook.com), an easy-to-read, introductory guide to the Arab, Arab-American, and Muslim cultures. The book has received endorsements from FBI, Georgetown University, Helen Thomas, and The Christian Security Network.

Over the past fifteen years, Nawar has delivered in-person trainings to more than 50,000 professionals, including intelligence analysts, law enforcement, university, and corporate groups. Additionally, he has reached hundreds of thousands of others through two federal government training videos about Arabs and Muslims where he served as a subject matter expert; (The First 3 to 5 Seconds – Arab and Muslim Cultural Awareness Training for Law Enforcement – Community Relations Service, US Department of Justice; and Department of Homeland Security, Office for Civil Rights and Civil Liberties, Introduction to Arab American and Muslim American Cultures Course for DHS Personnel). 

Nawar’s efforts have been recognized by the FBI with the “Director’s Community Leadership Award”- (2009) and the “FBI Exceptional Service in the Public Interest Award” (2005), the Department of Homeland Security’s Office for Civil Rights and Civil Liberties Leadership Plaque (2007), Washington, DC Metro Police Department’s “Outstanding and Dedicated Service Plaque” (2008) “FBI Community Outreach Training Award” (2009, 2010) and most recently by the DHS “Outstanding American by Choice Award” (2011).

Nawar is a highly sought after public speaker with government agencies, law enforcement, intelligence community, colleges and universities and corporations.  He speaks about the history, norms, mores, culture, and current events of Arabs and Muslims. He has also served as a guest lecturer at varied academic institutions, the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia, and the FBI Academy.

David Golden received a Bachelor of Science Degree in Criminal Justice from the University of Texas at Arlington, during which he interned with a United States Senator. He received a Master of Public Affairs degree at the University of Texas at Dallas, with an emphasis on the impact of the media on public policy and on the image of public agencies. David worked with network media broadcasters at three national political conventions. He later served as his Law Enforcement Agency’s primary media contact and addressed two nationally covered stories, one of which extended over a 2-year period. David taught Media Relations in the graduate program at UTD and he currently serves on the faculty of the Center for American and International Law. In this role, David was contacted by the U.S. State Department to present Media Relations Concepts to a special envoy team in the U.S. to study Police Best Practices.

David is a graduate of the FBI National Academy and the U.S. Secret Service Dignitary Protection School. David also graduated from the inaugural class of the Transportation Security Administration’s Executive Leadership Program and from the John F. Kennedy School of Government class on Driving Government Performance at Harvard University.

David became a police officer at age 21 and was awarded the Life Saving Medal. He was also selected by the officers to receive the Supervisor of the Year Award. David served as Commander of the Patrol, Criminal Investigations, and Administrative Services Divisions, as well as the Commander of a Multi-Agency Narcotics Task Force.

David had been assigned to SWAT in some capacity throughout most his career and on 9-11 was serving as the Commander of the Tactical Operations Division. After promoting through the ranks to serve as Deputy Chief, David was recruited and retired to join the newly formed Transportation Security Administration. In 2002, David became the first TSA employee hired at DFW and helped to build the DFW operation into over 1700 employees. He served as the Manager of the Office of Investigations, where he supervised a team of land-based Federal Air Marshals. In 2007, he was promoted and served as Senior Manager at TSA’s Headquarters in Arlington, Va., reporting to the Administrator of the Office of Security Operations, who is responsible for all 459 airports in the United States and U.S properties. In 2008, David became the Senior Field Intelligence Officer assigned to the South Central Region and based in Dallas.

David is a Life Member of the International Association of Chiefs of Police and chaired the Tactical Response Sub-Committee, where he co-authored the OCT 2010 publication of the IACP National Policy Center, Special Weapons and Tactics: Concepts and Issues. David currently serves on the IACP’s Committee on Terrorism and volunteers his time with the eight-officer Police Department where he lives.

Occasionally, the Institute for Law Enforcement Administration (ILEA) may be forced to cancel a scheduled program. Whenever possible, the decision to cancel is made at least fourteen days prior to the start of the program, and registered participants are notified once that decision has been made.
