2017 Hartrick Scholar Announced

This year’s winner of the IEL Hartrick Scholar Writing Competition is Channing Jones. Channing is a third year student and a Hamilton Fellow at Columbia Law School. He has previously been honored as a James Kent Scholar for academic achievement, and he serves as editor-in-chief of the Columbia Journal of Environmental Law. 

Channing’s paper was entitled The Natural Gas Act, State Environmental Policy and the Jurisdiction of the Federal Circuit Courts.

Channing received $2,500 and was invited to IEL’s 68th Annual Oil & Gas Law Conference, with expenses paid by IEL.

The other finalists for the prize included:

  • Sarah M. Main, Elisabeth Haub School of Law at Pace University, for her paper Dual Environmentalism: Demand Response in Wholesale and Retail Energy Markets
  • Cameron Secord, University of Houston Law Center, for his paper Uncertain Waters: The Legal Implications of the New “Waters of the United States” Rule on the Energy Sector
