The Institute for Law Enforcement Administration ("ILEA") at The Center for American and International Law ("CAIL") is pleased to announce the hiring of retired police captain Matthew "Matt" Clem as ILEA's Deputy Director. As Deputy Director, Clem will oversee ILEA's operational functions and the delivery of educational programs and services, including the Center for Law Enforcement Ethics. In addition, Clem's responsibilities will include teaching and program development. Clem will begin his role with ILEA on January 3, 2022.

"As a graduate of our Management College and the School of Police Supervision, he is versed in our leadership philosophy. He has carried it over to police organizations. Both ILEA and CAIL will flourish and grow with Matthew Clem on the team."
With over 26 years of law enforcement experience, Clem joins ILEA after retiring as captain with the North Richland Hills, TX Police Department. After joining the Department in 1995 as a police officer, Clem served as a Field Training Officer and Police Instructor before working as a Detective in 2000. Clem's ascent in rank was highlighted by his promotion to Sergeant in 2002, Lieutenant in 2009, and Captain in 2014, where he served until retiring in October 2019.
Clem's background includes experience as Defensive Tactics Instructor, Hostage Negotiator (Team Leader), and the Department's first and only instructor certified by the Institute for the Prevention of In-Custody Deaths (IPICD) to teach on the topic of Excited Delirium and Agitated Chaotic Events. During his tenure, Clem founded the Department's Critical Incident Stress Management Team and helped create the Department's Volunteer Patrol program, Police Chaplaincy team, and Intimate Partner Violence response protocols.
In addition to his Bachelor of Business Administration and a Master of Arts in Criminology & Criminal Justice from the University of Texas at Arlington, Clem is also a licensed Texas Commission on Law Enforcement instructor with a Master Peace Officers License. Clem is also a graduate of the Senior Management Institute for Police (PERF), ILEA's School of Police Supervision, and ILEA's 47th Management College, where he was awarded the Dr. Tory J. Caeti Award for Academic Excellence.
