The Center for American and International Law (CAIL), a nonprofit organization dedicated to advancing justice and promoting the rule of law through the professional development of legal and law enforcement practitioners worldwide, is excited to announce the promotion of Jay Ray to Vice President of Strategy & Advancement. Ray will continue his roles as director of the Southwestern Institute of International and Comparative Law (SWIICL) and co-director of the Institute for Energy Law. This promotion was officially announced at the Board of Trustees meeting on June 27, 2024.
"Jay has been a driving force within CAIL, consistently demonstrating his commitment to innovation and excellence," said Thomas (T.L.) Cubbage, President of CAIL. "His strategic vision and leadership have significantly enhanced our programs, and we are excited to see the continued growth and success he will bring in his new role."
Ray expressed his enthusiasm for his expanded responsibilities. He stated, "This is a new challenge that gives me the opportunity to work with new people and new areas, which is exciting. I look forward to working with the organization’s dedicated supporters and see this as an opportunity to bring the different parts of CAIL closer together, strengthening them and CAIL as a whole."
Since joining CAIL in 2015, Ray has made significant strides in his tenure. As Director of SWIICL since 2019, he has overseen the development of numerous influential programs, fostering international collaboration and understanding. His leadership at IEL since 2015 has been marked by an expansion in membership, the introduction of new initiatives, and a focus on increasing diversity and inclusion within the institute’s leadership and faculty.
Ray oversees CAIL's advancement, sponsorship, and communication departments, working with those departments to promote, strengthen, and grow CAIL and its institutes. Prior to joining CAIL, he was General Counsel for Pipeline Integrity Resources, Inc. and practiced commercial and appellate litigation in private practice for eighteen years.
He earned his undergraduate degree at the University of Texas at Arlington and his law degree from The University of Texas School of Law. He has extensive experience with non-profit legal associations. He served as Chair of the American Bar Association’s Young Lawyers Division in 2006-07 and served as an officer or council member of that organization for nine years. He previously served on the board of directors of the Texas Young Lawyers Association and Dallas Association of Young Lawyers. Jay has worked with numerous young lawyer associations in the United States, Canada, and Europe and has presented on leadership, diversity, management, and planning topics at numerous conferences and events.
