Leadership Transition at CAIL: Energy Law Expert George Fibbe Joins Board of Trustees

The Center for American and International Law (CAIL) announced the election of one new trustee and the re-election of seven trustees following its recent board meeting. Among the highlights was the election of George Fibbe, partner at Baker Botts L.L.P. in Houston, as a new trustee. Fibbe, a highly regarded attorney with extensive experience in both government and private practice, fills the seat vacated by retiring trustee Dee J. Kelly, Jr., a key figure on CAIL’s board for nearly two decades.

With a distinguished career that includes serving as deputy general counsel for litigation, regulation and enforcement at the U.S. Department of Energy, Fibbe is widely respected for his work on complex commercial and regulatory matters, particularly within the energy sector. His active involvement with CAIL’s Institute for Energy Law (IEL) includes membership on the IEL executive committee, where he has contributed to shaping and expanding the institute’s programming related to renewable and sustainable energy. Fibbe has also been a featured speaker at IEL events, offering his expertise on legal and regulatory developments within the industry.

“We are thrilled to welcome George to the board,” said CAIL President T.L. Cubbage. “His extensive expertise in regulatory and complex commercial matters, along with his commitment to the legal profession and deep engagement with the Institute for Energy Law, will serve as a tremendous resource to CAIL as we continue to expand our impact.”

In addition to Fibbe’s appointment, CAIL expressed its gratitude to retiring trustee Dee J. Kelly, Jr. of Kelly Hart & Hallman LLP. Kelly has served on the board since 2006, following in the footsteps of his father, Dee Sr., who joined the board in 1985. Over the years, Kelly held significant leadership roles, including vice chair of the board and chair of the executive committee.

“Dee has been an extraordinary force on CAIL’s board, carrying on his family’s legacy of service to this organization,” Cubbage said. “Since 1985, the Kelly family—first through Dee Sr. and then Dee Jr.—has played a pivotal role in shaping CAIL’s growth and success. Dee’s leadership as vice chair of the board and chair of the executive committee has been instrumental to our mission, and his many contributions will have a lasting influence on CAIL for years to come.”

The board voted to re-elect seven incumbent trustees for the 2024-2027 term: Barry Barnett (Susman Godfrey L.L.P., Dallas), John Eichman (The Eichman Firm, Dallas), Hon. Eva Guzman (Chamberlain Hrdlicka, Houston), Hon. Elizabeth Lang-Miers (Locke Lord LLP, Dallas), Michael Lynn (Lynn Pinker Hurst & Schwegmann, Dallas), Toni Scott Reed (Clark Hill, Dallas), and W. Anthony Stewart (Fathom Five Advisors, Dallas). Additionally, all incumbent officers were unanimously re-elected: Randall Ebner as chair; Julia A. Simon (Lynn Pinker Hurst & Schwegmann LLP, Dallas) as vice chair; Hon. Dale Wainwright (Greenberg Traurig, LLP, Austin) as chair of the executive committee; Hon. Margaret Keliher (Dallas) as treasurer; Taylor H. Wilson (Haynes and Boone, LLP, Dallas) as secretary; and Cubbage as president.
