This course is aimed at current and future leaders, specifically non-sworn personnel. This two-week seminar is the third of three parts in the Civilian Leadership Series. It can be taken independently or in conjunction with the other sessions.
This course is designed to prepare senior-level managers and executives for leadership in the complex world of public safety administration. The academic experience prepares individuals to take part in:
- Providing leadership in their agencies on problem solving and management issues.
- Applying progressive and innovative management approaches to their agencies.
- Communicating, both to their colleagues and to the public, plans and programs for change and improvement of police services.
- Gaining professional knowledge as a life-long learner and acquiring critical thinking skills.
- Developing a personal leadership style characterized by creativity, service and empathy.
- Respecting diversity and encouraging cross-cultural, gender, and generational understanding.
- Effective Meetings
This instruction will help students develop strategies and techniques for effectively planning, organizing, and conducting meetings within their workplace.
- Employee Engagement: Strategies for Building Motivated, Resilient and Invested Teams
Employee engagement is extremely beneficial to any workplace. But what does it really mean for the law enforcement profession where suicides occur in greater number than on-duty deaths? It means that managing for employee engagement is not only beneficial. It is essential. This high-impact one-day session is aimed for law enforcement leaders interested in learning how to build a more resilient agency. It gives managers a framework and practical tools to engage, motivate and retain employees by addressing primary causes of job misery.

- LEADing from Within: Practical Applications of Servant Leadership and Problem Oriented Policing
This session is presented as an informal group-discussion based on the concepts developed by the Robert K. Greenleaf Center for Applied Ethics. It will emphasize increased service to others, a holistic approach to work, promoting a sense of community and the sharing of power and decision-making.
- Legacy Ethics
This session is based on the text, Ordinary Men. Participants will discuss the meaning of “legacy” and why it is important. What kind of legacy did the Reserve Police Battalion 101 leave behind and what can we learn from these men and their actions?
- Public Speaking
This course of instruction will provide opportunities for the development and enhancement of public speaking skills. It will also familiarize participants with a variety of instructional media, and the means for crafting and outlining an effective presentation. Learning in this area is intended to be highly interactive, with feedback from both instructor and classmates comprising a significant element in the growth process.
- Reset the Clock
This block of instruction will provide participants specific, practical advice on how to minimize the risks of day-to-day management; foster a harmonious working environment; and protect your departmental and personal assets.
- Social Media Management
Social media use is exploding. Learn proper etiquette that can protect you from devastating consequences. Put ethics first and learn to do the right thing when you use social media.
- Team Building (ROPES | off-site)
An experiential learning session focusing on cooperation, communication, and problem solving. Using a variety of tools, participants will have an opportunity to observe and practice some of the basic concepts of organizational efficiency.
- Writer’s Workshop
A course designed to enhance writing skills for police managers. It will include a basic review of grammar and syntax in commonly-experienced writing situations. This program will also utilize a number of practical exercises for effective writing in memoranda, reports and project assessments.
Tuition includes all instruction and handouts. Lodging and meals are excluded.

Who Should Attend
Civilian senior-level public managers and administrators with an interest in organizational improvement, professional development and career enhancement. Sworn employees are also eligible.

Successful graduates of this course will receive 70 hours of Texas Commission on Law Enforcement (TCOLE) credit.

Course Cancellation Policy
Occasionally, the Institute for Law Enforcement Administration (ILEA) may be forced to cancel a scheduled program. Whenever possible, the decision to cancel is made at least fourteen days prior to the start of the program, and registered participants are notified once that decision has been made. If the distance to the training site requires that you make airline and/or hotel reservations, please contact ILEA (+1.972.244.3430) to inquire about the status of any program before making travel arrangements. While paid registrations in cancelled courses will be refunded in full, ILEA will not be responsible for monetary loss due to cancellations or changes in airline or hotel reservations.
The Institute for Law Enforcement Administration provides professional education and technical support to the law enforcement community.
A registrant in an ILEA program must be a sworn officer; a civilian employee of a law enforcement department; or an employee of a municipal, county or state agency.
Anyone interested in attending an ILEA program who does not meet the above standard requirements will need to request advance approval. Such requests will be considered on a case-by-case basis.
