Overview

This two day, nationally-prominent program will provide participants with the knowledge and insights required to conduct and administer timely, objective, and thorough internal affairs investigations. This comprehensive introduction includes an overview of the importance of competent administrative investigations, preventing employee misconduct, section functions and responsibilities, a thorough discussion of employee rights, complaint investigation procedures, officer-involved shooting, and in-custody death investigations, using video evidence in use of force investigations, and workplace searches, and special testing.

Tuition

Tuition includes all instruction and handouts. Lodging and meals are excluded.

Faculty

Demoine Clark - Lieutenant Demoine Clark hails from Monroe, LA, and currently resides in Grand Prairie, TX. In 2004, he successfully obtained his bachelor's degree in criminal justice from Northwestern State University. Subsequently, Lt. Clark joined the Grand Prairie Police Department as a police officer and underwent training at the Regional Police Academy in Arlington, TX. Presently, Lt. Clark holds the rank of Lieutenant (Commander) and oversees the day shift patrol in the Field Operations Bureau. Throughout his esteemed career in public service, he has served in various capacities including Patrol Officer, Narcotics Detective, Property Crimes Detective, Major Crimes Detective, Background Investigator, and Recruiting Coordinator. Lt. Clark's dedication and exceptional performance were recognized when he received the Rookie of the Year award in 2008 and the Detective of the Year award as a Domestic Crimes Investigator in 2012.

In 2016, Lt. Clark was promoted to the rank of Sergeant, assuming the role of a first-line supervisor. Additionally, Lt. Clark successfully completed the 121st School of Police Supervision at the Institute for Law Enforcement Administration, further enhancing his professional skills. During his time at ILEA, Lt. Clark's exceptional professionalism and leadership qualities were recognized through the receipt of the Professionalism and Leadership Award. As a Patrol Sergeant, Lt. Clark undertook various responsibilities including serving as the Field Training Supervisor, K9 Supervisor, and providing support as an Internal Affairs investigator.

Furthermore, Lt. Clark attended Northwestern University's Staff and Command School for a duration of 10 weeks in 2019. His exceptional leadership qualities were acknowledged when he was chosen by his peers as the Vice President and awarded the prestigious 2019 Franklin Kreml Leadership Award for the Center for Public Safety at Northwestern University. In 2019, Lieutenant Clark assumed a new role as the supervisor in the Office of Professional Standards. In this capacity, he was responsible for overseeing a range of administrative investigations, including internal and external complaints, officer-involved shootings, supervisory inquiries, background investigations, and more. To enhance his proficiency in conducting and administering thorough administrative investigations, Lt. Clark attended the Internal Affairs School at the Institute for Law Enforcement Administration in Plano, TX. This educational opportunity provided him with the necessary insight to carry out his duties in a timely and objective manner. The following year, in 2020, Lieutenant Clark became a member of Class #2 at Texas Christian University's Leadership, Executive, Administrative, and Development Cohort. He was honored with the 2020 Distinguished LEAD Student Award. Subsequently, he earned his master's degree in criminal justice and criminology from TCU and received the Distinguished Graduate Student Award.

In 2022, Lieutenant Clark embarked on a new endeavor as an adjunct professor at Texas Christian University. He imparts knowledge on subjects like Race, Ethnicity, and Crime, as well as Policing in a Free Society. Additionally, Lieutenant Clark accepted a position as an adjunct professor in Northwestern University's Executive Management Program and School of Police Staff and Command. That same year, he received the Chief's Special Recognition Award for his exceptional dedication to the profession and the organization, surpassing his regular duties.

In 2023, after serving four years in Internal Affairs/Office of Professional Standards, Lieutenant Clark was promoted to his current role as a commander in the Field Operations Bureau. In this capacity, he leads a team of 29 committed police practitioners and four first-line supervisors (sergeants).

TCOLE Credit

Law enforcement personnel attending this course are eligible for eighteen (18) hours of Texas Commission on Law Enforcement (TCOLE) credit.

Course Cancellation Policy

Occasionally, the Institute for Law Enforcement Administration (ILEA) may be forced to cancel a scheduled program. Whenever possible, the decision to cancel is made at least fourteen days prior to the start of the program, and registered participants are notified once that decision has been made. If the distance to the training site requires that you make airline and/or hotel reservations, please contact ILEA (+1.972.244.3430) to inquire about the status of any program before making travel arrangements. While paid registrations in cancelled courses will be refunded in full, ILEA will not be responsible for monetary loss due to cancellations or changes in airline or hotel reservations.

Eligibility Policy

The Institute for Law Enforcement Administration provides  professional education and technical support to the law enforcement community. 

A registrant in an ILEA program must be a sworn officer; a civilian employee of a law enforcement department; or an employee of a municipal, county or state agency.

Anyone interested in attending an ILEA program who does not meet the above standard requirements will need to request advance approval. Such requests will be considered on a case-by-case basis.
