Overview
Becoming a law enforcement chief executive is an aspiration many in the industry want to pursue. While the role of chief executive can be both honorable and rewarding, it can also be one of the most stressful and political roles those who accept the call will face. The role of a law enforcement chief executive can take a toll on you, your family, and even your career especially if the incumbent does not know what to expect before that transition takes place. The reality is, very few, if any courses prepare future chief executives to face the challenges and the issues of the role BEFORE they accept the role, hence most of the learning happens “on the job”. While there will always be room and a need for on the job learning, diving into the chief executive role with little to no formal executive leadership training can set the candidate up for immediate failure, especially in the BIG 3 areas of chief executives: politics, the organization, and community relations.
This course provides students with the opportunity to spend three days with a police chief veteran who successfully navigated that role in the two most populous and politically challenging states in the country: Texas and California. This course will cover the following topics, regarding those BIG 3 areas.
- POLITICS: The chief executive perspective (the 40,000 foot view); How politics affect policing; The hill to die on (critical decision making); The rule of 1/3; Emotional intelligence
- The ORGANIZATION: The 5 lenses; Servant leadership and autonomy; Adaptive leadership; Accountability and morale; The first 90 days
- COMMUNITY RELATIONS: 21st Century Policing; The power of an apology; Community perception

Faculty
Luis Soler is a retired 21 year law enforcement veteran. He served as the Chief of Police for the City of Woodland, CA between 2017 and 2019. Woodland is a suburban community located in the Sacramento metropolitan area. Soler also served as Chief of Police for the City of Crowley, Texas between 2013 and 2017, where he also served as a Lieutenant prior to his appointment as chief. Crowley is a suburban community located in the Dallas-Fort Worth metropolitan area. Between 1998 and 2012, Soler served with the City of Austin, Texas Police Department, where he served as an officer, senior police officer, field training officer, adjunct instructor, police corporal/detective, and acting sergeant. Austin is the Texas state capital and the 11th largest city in the country.
Chief Soler is a Certified Public Manager, holds a Bachelor’s Degree in Business Management from Cornell University, and a Master’s Degree in Law Enforcement Management from Aspen University. He is a graduate of the 373rd Session of the Northwestern University School of Police Staff and Command, the West Point Leadership Academy, the 2010 session of the Southern Police Institute’s Chief Executive Leadership Program, the 37th Session of the University of Arkansas Criminal Justice Institute’s Executive Management Institute, and the FBI LEEDA trilogy series. He is a certified NIMS/ICS instructor, and a graduate of the FEMA Emergency Planning Professional Development Course.
Who Should Attend?
This course is open to all ranks, however, those who are seriously considering a chief executive position, those who are about to promote or be appointed/elected into one, or even those who are currently in such a role are highly encouraged to take the course.
Schedule
Monday through Friday 8:30 am - 4:30 pm
TCOLE Credit
Law enforcement personnel attending this course are eligible for 14 hours of Texas Commission on Law Enforcement (TCOLE) credit. Many out-of-state participants find their states enjoy a reciprocal training agreement with Texas.

Course Cancellation Policy
Occasionally, the Institute for Law Enforcement Administration (ILEA) may be forced to cancel a scheduled program. Whenever possible, the decision to cancel is made at least fourteen days prior to the start of the program, and registered participants are notified once that decision has been made. If the distance to the training site requires that you make airline and/or hotel reservations, please contact ILEA (+1.972.244.3430) to inquire about the status of any program before making travel arrangements. While paid registrations in cancelled courses will be refunded in full, ILEA will not be responsible for monetary loss due to cancellations or changes in airline or hotel reservations.
Eligibility Policy
The Institute for Law Enforcement Administration provides professional education and technical support to the law enforcement community.
A registrant in an ILEA program must be a sworn officer; a civilian employee of a law enforcement department; or an employee of a municipal, county or state agency.
Anyone interested in attending an ILEA program who does not meet the above standard requirements will need to request advance approval. Such requests will be considered on a case-by-case basis.
