Overview

Recognizing that members of the Law Enforcement Profession are granted a public trust which requires that they consistently demonstrate the highest degree of integrity, this 2.5 day course continues to build upon the Investigative Process course, by examining the process through the lens and perspective of command level leaders; with an intense focus on building a culture of integrity through the establishment, and maintenance of professional standards, image and ethics through policy, procedures and modeling.

Paul Boyles
 - Paul Boyles is currently a Visiting Professor of Criminal Justice at the Franciscan University of Steubenville in Ohio. His teaching interests include patrol operations, investigations, internal affairs, policy, and ethics.

Prior to his appointment he served as a police officer with the Lexington Police Department in Lexington for eighteen-and-a-half years, retiring with the rank of Lieutenant. In his time with the Lexington Police Department, he held supervisory positions in Patrol, Crimes Against Children, Internal Affairs, and Robbery Homicide. He also assisted with the planning, coordination, and supervision of several large-scale events including two Presidential and one Vice-Presidential details. He was also the lead instructor for the department’s Police Ethics Program and a core instructor for the department’s Crisis Intervention Team training, a program for helping officers assist those suffering crisis due to mental illness.

Prior to joining the Lexington Police Department, Professor Boyles attended the University of Kentucky and was pursuing a Ph.D. in Philosophy, with a focus on ethical theory. He earned his master’s degree and completed his coursework toward a Ph.D. before joining the department. He has since resumed his studies at the University of Kentucky is completing his dissertation on Moral Perception in Thomas Aquinas. Professor Boyles has taught a variety of courses in philosophy, investigations, and police ethics at the University of Kentucky, Morehead State University, Eastern Kentucky University, and the Bluegrass Community and Technical College. Since 2016 he has assisted ILEA as an instructor for the Ethics Train-the-Trainer course.

Professor Boyles lives with his wife, Martha, an equine veterinarian, and eighteen-year-old daughter, Elsah. Elsah suffers from a rare genetic condition, CDKL5. They host a yearly charity event, Toast to a Cure, to raise money for CDKL5 research.

Darren Stevens - Assistant Chief Darren M. Stevens began his law enforcement career with the Plano Police Department in 1990. While in Plano, he was promoted through the ranks to Lieutenant and worked in that capacity as a Patrol Lieutenant, Administrative Lieutenant and Criminal Investigations Lieutenant.

Assistant Chief Stevens was hired in 2002 by the Frisco Police Department as a Captain. Prior to his promotion to Assistant Chief in 2012, he served as a Captain and Deputy Chief in both the Operations and Services Bureaus and has experience in overseeing every functional aspect of the agency.

TCOLE Credit

Law enforcement personnel attending this course are eligible for seventeen (17) hours of Texas Commission on Law Enforcement (TCOLE) credit.

Course Cancellation Policy

Occasionally, the Institute for Law Enforcement Administration (ILEA) may be forced to cancel a scheduled program. Whenever possible, the decision to cancel is made at least fourteen days prior to the start of the program, and registered participants are notified once that decision has been made. If the distance to the training site requires that you make airline and/or hotel reservations, please contact ILEA (+1.972.244.3430) to inquire about the status of any program before making travel arrangements. While paid registrations in cancelled courses will be refunded in full, ILEA will not be responsible for monetary loss due to cancellations or changes in airline or hotel reservations.

Eligibility Policy

The Institute for Law Enforcement Administration provides  professional education and technical support to the law enforcement community. 

A registrant in an ILEA program must be a sworn officer; a civilian employee of a law enforcement department; or an employee of a municipal, county or state agency.

Anyone interested in attending an ILEA program who does not meet the above standard requirements will need to request advance approval. Such requests will be considered on a case-by-case basis.
