Please join us for a morning of structured debate and discussion on Brazil’s approach to investment disputes. This breakfast panel will feature two teams of young practitioners debating opposing positions on Brazil’s investment dispute resolution model, followed by feedback from experienced practitioners.
Against the backdrop of Brazil’s unique position as Latin America’s largest economy without traditional investment arbitration treaties, this panel will examine the competing approaches to investment dispute resolution. Team 1 will champion Brazil’s innovative model combining commercial arbitration with public administration and Cooperation and Facilitation Investment Agreements (CFIAs), while Team 2 will defend the more widely adopted model of Bilateral Investment Treaties (BITs) with investor-state arbitration. The panel will explore the practical implications, benefits, and challenges of each approach for investors, states, and the development of international investment law.
Light breakfast will be served starting at 9:00 AM.

Julia Teixeira Rodrigues is an associate in Quinn Emanuel’s New York office. Her practice focuses on international arbitration and complex multi-jurisdictional litigation. A native of Brazil and fluent in Portuguese, Julia advises clients in cross-border disputes and has been nominated two years in a row (2023 and 2024) by the members of the Latin American Corporate Counsel Association (LACCA) as one of Brazil’s top business lawyers recommended for Litigation. Before joining Quinn Emanuel, Julia practiced for over six years in the international arbitration and litigation group at Demarest Advogados, one of Brazil’s leading law firms. She holds a law degree and a master’s degree in constitutional law from Brazilian institutions, as well as an LL.M. from Stanford Law School. Julia is admitted to practice in both Brazil and New York.

Iuri Reis is a Brazilian qualified lawyer with over 10 years of experience in International Arbitration and Commercial Litigation. He currently serves as Senior Associate at Machado Meyer Advogados and is Brazil Co-Chair of Young ITA. His practice focuses on complex high-profile cross-border arbitration, judicial lawsuits, negotiations, and mediation in different fields of business law across various economic sectors including construction, energy, industrial activities, and M&A. Iuri has coordinated complex negotiations in one of the largest crisis management projects for payment of damages related to industrial activities in the world. He has obtained international experience at WilmerHale and Enyo Law LLP, both in London. Iuri holds an LL.M. in Comparative International Disputes Resolution from Queen Mary University of London (2022) and a master’s degree in civil law from PUC-SP. Claudio Salas is special counsel in the New York office of Wilmer Cutler Pickering Hale and Dorr LLP and a member of the international arbitration practice group. He regularly represents and advises clients in both investment and commercial arbitrations under the leading international arbitration rules. A native Spanish speaker, Mr. Salas has particular expertise in Latin America related disputes and has been involved in several high-stakes investment treaty and commercial arbitrations in the region, including in Ecuador, Peru, and Brazil. Mr. Salas has handled disputes in diverse industries, including oil and gas, pulp and paper, airline, insurance, pharmaceutical and financial services. In addition, he has litigated both against and on behalf of foreign sovereigns in US federal district courts and appellate courts, and he has represented clients in connection with US government investigations and administrative proceedings. Mr. Salas teaches international arbitration at the University of Pennsylvania Carey Law School.
