Overview

The first half of 2020 has uncovered new challenges in the energy industry around the world. Expert panelists will analyze and discuss the origin and effects of the latest regulatory developments in the hydrocarbon and power industries in Mexico and Colombia, and present effective risk mitigation mechanisms that can be used to protect projects and investments.

The hour long presentation will be followed by a virtual social event for all attendees and members of the International Law Practice Committee via Zoom.

Eduardo Canales is a counsel in the Akin Gump Strauss Hauer & Feld’s Global Energy Transactions practice in Houston, Texas. He works with domestic and international E&P companies, midstream companies, service companies, private equity funds and portfolio companies in mergers, acquisitions and divestitures of upstream and midstream assets and private companies in the energy industry; negotiation of joint ventures, and operating, exploration and development agreements; and planning, construction, financing, development and operations of domestic and international oil, gas and renewable energy projects (onshore and offshore).

Eduardo was born and raised in Mexico City and moved to the United States to attend college at the University of Texas in Austin where he obtained his BA in Business Economics and Government. He received his JD from the University of Illinois Urbana-Champaign College of Law and obtained a Master is Energy Law at the University of Houston Law Center.

John P. Bowman is a Partner with King & Spalding LLP in Houston, where he is engaged in an arbitration and litigation practice representing primarily international oil companies and service companies in a wide range of commercial and investment disputes. He frequently writes and speaks on international arbitration and international oil and gas topics. The Georgetown Journal of International Law recently published his article on Risk Mitigation in International Petroleum Contracts [50(4) GJIL 745–87 (2019)]. He received the Institute for Energy Law’s Lifetime Achievement in Energy Litigation Award, given to one energy litigator each year whose achievements “have won the admiration of his or her peers,” at its annual energy litigation conference in November 2017. He served as President of the Association of International Petroleum Negotiators (2014 – 2015) [the only disputes lawyer so honored]. Increasingly, he assists IOCs and international NOCs design and evaluate stabilization, choice of law, and dispute resolution provisions in upstream and project agreements with host governments and NOCs.

Elisabeth Eljuri is an Independent Arbitrator and Energy Consultant. She has practiced law for nearly three decades with a focus on Latin America, and is considered a leading authority in the areas of energy, natural resources and major projects. Her experience covers an extensive international disputes practice as well as a world-class transactional practice, which she rounded up with close to four years as an executive in an oil company.

Immediately prior to her current role as arbitrator and consultant, Ms. Eljuri was with Sierra Oil & Gas until 2019 where she was the Vice President, Chief Negotiator and Chief Legal Counsel. Before venturing into private equity and her executive role, she spent 27 years in legal practice at two of the world’s largest law firms. Until December 2015, Ms. Eljuri was the Head of Latin America of Norton Rose Fulbright. She graduated from Universidad Católica Andrés Bello in Venezuela and Harvard Law School. She is admitted to practice law in New York and Venezuela.

Guillermo Garcia Alcocer, former Chairman of the Energy Regulatory Commission (CRE), from 2016 to 2019, responsible for regulating the midstream and downstream sectors in hydrocarbons and power industries. Prior to this, he served for 9 years at the Energy Ministry, his last role as Head of Public Policies on Exploration and Production of Hydrocarbons. Mr. García Alcocer got his BA in Economics at the Instituto Tecnológico Autónomo de México (ITAM) and studied several post graduate courses at Oxford, Harvard and George Washington Universities. He won the National Economics Award (BANAMEX) in 2001.
