Scarlett Forrest is a licensed attorney and JOULE Research Scientist at the University of Wyoming School of Energy Resources, where she studies the laws and policies impacting natural resources, energy, and infrastructure development. She received her B.S. in Environmental Science from Viginia Tech in 2016 and spent five years at an environmental engineering firm before earning her J.D. from the University of Wyoming College of Law in 2024.

Madeleine Lewis (JD/MA) is an associate research scientist and lecturer at the University of Wyoming School of Energy Resources, specializing in energy-related legal scholarship in the Jurisprudence of Underground Law & Energy (JOULE) research group. Her research interests include critical minerals, carbon capture and sequestration, advanced nuclear energy, and energy stakeholder engagement.

Tara Righetti is the Occidental Chair of Energy and Environmental Policies at the University of Wyoming where she serves as the director of the JOULE research group and as co-director of the Nuclear Energy Research Center. She is a full professor in the College of Law. Professor Righetti's research focuses on administrative and property law issues associated with emerging energy technologies and uses of the subsurface.

MCLE Credit

Texas Course Number 174283099. This course has been approved for Minimum Continuing Legal Education credit by the State Bar of Texas Committee on MCLE in the amount of 1.0 credit hours, of which no credit hours will apply to ethics/professional responsibility credit.

Although attendees may be able to request MCLE credit directly in additional jurisdictions, the rules vary in each jurisdiction. Certain programs, subjects, and formats may not receive credit in certain jurisdictions and there may be specific rules regarding who may earn credit or the maximum number of credit hours that may be earned with specific formats.
