Texas Sergeant Academy marks milestone in police leadership training

With Pearland session, program surpasses 1,000 first-line supervisors trained statewide.

The 26th Texas Sergeant Academy, co-hosted by the Institute for Law Enforcement Administration (ILEA) at The Center for American and International Law and the Texas Municipal League Intergovernmental Risk Pool (TMLIRP), is surpassing 1,000 graduates as it opens its 26th session this week in Pearland.

The 26th Texas Sergeant Academy brings together 47 first-line supervisors from 22 agencies across Texas, with most hailing from the Houston metro region. The two-week course, hosted by the Pearland Police Department, prepares newly promoted sergeants for the responsibilities of front-line leadership.

“The success of the Texas Sergeant Academy is a testament to partnership,” said Gregory Smith, director of the Institute for Law Enforcement Administration. “Working together with the Texas Municipal League Intergovernmental Risk Pool, we’ve been able to prepare more than 1,000 first-line supervisors for the realities of leadership. That means stronger agencies, safer officers and better service to communities across Texas.”

Founded in 2017 in partnership with the TMLIRP, the Texas Sergeant Academy equips supervisors to implement their department’s vision and model ethical leadership for their officers. Graduates earn 70 hours of TCOLE New Supervisor’s Course credit (3737), with curriculum covering leadership fundamentals, risk management, communication and decision-making.

“When this program was first conceptualized in 2017, few could have imagined the impact it would have today. Local governments created the Pool to solve challenges collectively, and our partnership with ILEA reflects that same spirit,” said Chase Stapp, Law Enforcement Outreach Consultant at TMLIRP. “Providing quality leadership and risk management training is a core function of our Loss Prevention team, and law enforcement members have consistently asked for impactful first-line supervisor training. Through the Texas Sergeant Academy, we are not only answering that call but also delivering a program that equips police supervisors to lead effectively while strengthening the resilience and integrity of local government across Texas.”

The 26th Texas Sergeant Academy runs Sept. 15–26 at the Public Safety Training & Education Building at Pearland Police Department. The course is full, underscoring the growing demand for advanced leadership preparation among Texas agencies.
