ILEA’s 30th Texas Sergeant Academy: Building Stronger Supervision Across Texas

The 30th Texas Sergeant Academy, co-hosted by the Institute for Law Enforcement Administration (ILEA) at The Center for American and International Law and the Texas Municipal League Intergovernmental Risk Pool, took place in Pharr, TX, from September 14-25, 2026.

Built for law enforcement, new and veteran supervisors, this two-week educational intensive focuses on the transitioning from peer to a first-line level leader, while simultaneously affirming and opening new skills for veteran supervisors. Officers earned 70 hours of TCOLE credit in the course, which focused on team leadership, critical incident management, liability communications, and ethical decision making.

The program brought together 32 law enforcement professionals representing 16 different agencies across Texas. Having both small and large agencies from these different municipalities added depth to the discussions and reinforced the Academy’s value as a statewide forum for leadership education.

Explaining the value of the education, Frank Bradford shared that, “the Texas Sergeant Academy represents an important investment in the future of law enforcement. The session is about more than learning supervisory skills; it is about embracing the responsibility to lead with integrity, communicating effectively, holding others accountable, and earning trust. Developing strong first-line supervisors strengths organization culture, builds public trust, and reinforces the notability of policing.”
