Participants will Conduct Capstone Research Projects for Law Enforcement Agencies.
Congratulations to Lt. Linn Goodman who has been selected as the Cleburne police department’s new assistant chief. Goodman served as a sergeant over the department’s Professional Standards Unit before he was promoted to lieutenant and a patrol officer before that.
The Cleburne police department “reorganized and added the rank of lieutenant in 2013 based on a free study performed by the Institute for Law Enforcement Administration.” Assistant City Manager Charles Smith (Duncanville PD), Chief Garland Wolf (Red Oak PD, formerly Midlothian PD), Assistant Chief Deputy Patrick Bonner (Dallas Co. Sheriff’s Office) and Sergeant David LaRocca (Wylie PD) conducted the study as part of the 49th School of Executive Leadership Capstone Research Project.
The Capstone Research Project is an integral part of ILEA’s School of Executive Leadership (formerly Management College). This course is an intensive eight-week program designed to prepare senior-level law enforcement managers and administrators for leadership in the complex world of public executives. Every year, it attracts participants representing municipal, county, state and federal law enforcement organizations across the nation. Participants are assigned to teams and given a consulting project provided by local law enforcement agencies.
At Chief Rob Severance’s request in 2013, the team evaluated organizational structure and efficiency concerns through research guided by University of North Texas Criminal Justice faculty. The group submitted a final thesis-level report and prepared an oral presentation outlining deliverables that could be utilized to improve both horizontal and vertical command structure. According to Chief Severance, newly appointed Assistant Chief Linn Goodman (ILEA graduate) is “the first to have served CPD as an officer, corporal, sergeant, lieutenant and now assistant chief.”
